It goes without saying that His
Majesty's Government much regret that the action
of one of His Majesty's ships should have
resulted in the death of oitizens of a state
with whom their relations are, they are glad
to think, now on a basis of real friendship.
But for the reasons which have been set forth
in detail in the present note they are unhesi-
tatingly of opinion that the action taken by
Submarine L.4 was amply justified on every ground,
and that the circumstances impose upon them
no liability to make compensation.
The loss
of the "Irene" is only one of many cases in
which innocent persons of many nationalities
have suffered in consequence of the conditions
which have unfortun tely prevailed in recent
years in Chine, but which, it is the confident
hope of His Majesty's Government, will soon
have become a thing of the past in ooɑsequence
of the establishment of the authority of the
Bationalist Government.
